The National Housing Strategy for Persons with Disabilities 2022-2027: Have Your Say

The National Housing Strategy for People with a Disability (2011-2016 (extended to 2020)) will come to an end this year. A new national strategy is now being developed. The strategy is about facilitating the provision of housing options and related services to disabled people to allow individual choice and support independent living. 

Do you have a disability, care for a disabled person or work in supporting independent living for disabled persons? If yes, have your say on the plan.

We want to hear your views on the current strategy and what you would like to see included in the new national strategy. In order to get involved today, fill out this 10-15 minute questionnaire. The survey is anonymous and confidential.

The closing date for this round of consultation is Friday 23 April. A further round of consultation on the drafted aims and objectives will be carried out over the summer and autumn months.

Michael Carey steps down as Chairman of The Housing Agency

Michael Carey informed The Housing Agency today that he is stepping down from his role as chairman to concentrate on his business interests.

Appointed to the role in 2018, Mr Carey served as chairman during a time of rapid growth for The Agency which saw its role and functions greatly expanded.

The Agency would like to thank Mr Carey for his leadership as he steered the organisation through this period of change.

Housing Agency CEO Martin Whelan said: “Michael has been a committed leader whose extensive experience and skills have been greatly appreciated by the Agency. We thank him for his many years of service.”

Croí Cónaithe (Cities) - Further Call for Expressions of Interest

The Housing Agency has today launched its further call for apartment builders to seek funding under the €450m Croí Cónaithe (Cities) Scheme, a Government fund to deliver more apartments for first-time buyers and other owner-occupiers. 

The scheme is designed with sufficient capacity to incentivise the delivery of up to 5,000 new apartments over its lifetime (subject to developer demand) in five cities – Dublin, Cork, Limerick, Galway and Waterford - by making funding available for developments that would not otherwise be viable. 

The scheme works by bridging the viability gap between the cost of building apartments and the market sale price (where the cost of building is greater).

Calls for expressions of interest in previous years have resulted in a strong pipeline of projects in partnership with a number of prominent housebuilding firms such as Glenveagh, Cairn and Park Developments, and the Land Development Agency. 

Over 1,080 apartments have been approved for scheme funding to date under 10 contracts. A further 12 applications are currently being considered with the potential delivery of over 1,600 units. 

The first homes completed under the scheme are already on offer for sale to first-time buyers and other owner-occupiers with more coming to the market this year. 

Martin Whelan, Chief Executive of the Housing Agency, said: “The Croí Cónaithe (Cities) Scheme is working effectively and gaining strong momentum in delivering much-needed new homes for first-time buyers and other owner-occupiers. It is adding to housing supply by funding a range of apartment developments that might not otherwise be built.

By bridging the viability gap, the scheme is providing opportunities for individuals and families to buy a home in the city they want to live in, close to where they work and close to the amenities they need. The scheme is good for owner-occupiers and good for the cities they want to live in.

Many of Ireland’s most prominent housebuilding firms are already using the flexibility the scheme offers to add significantly to their housing output and we want more developers to join them this year.”

The further call for expressions of interest opens today and the deadline for receipt of proposals is 5pm on Friday, 15th August, 2025. Proposers must already have planning permission and are invited to submit proposals via the eTenders online portal.

Outreach Events for Stakeholders in Multi- Unit Developments 2025

Multi-unit developments (MUDs) are estates where an owners’ management company, or OMC for short, is responsible for maintaining shared facilities such as gardens, amenity spaces, halls, corridors, and parking. These managed estates are often apartment buildings or duplexes. They can also be townhouses or stand-alone houses that share common facilities. The quality and the sustainability of the built environment enjoyed by these communities rely on well-run OMCs.

With the increasing number of apartments across the country, The Housing Agency is holding evening information meetings for stakeholders, including residents, owners, and directors of OMCs.

The meetings will cover:

  • Challenges faced by OMCs & managed estates
  • Roles and responsibilities
  • Resources available

Repair and Leasing Scheme – Call for Expressions of Interest

The Housing Agency is currently seeking submissions for the Repair and Leasing Scheme through an open Expression of Interest (EOI).

There are two options available for proposers –

(i) vacant residential properties, where the proposer is submitting a minimum of 5 units within a local authority area and;

(ii) conversions of vacant non-residential properties including former commercial properties and those associated with commercial properties, e.g. over the shop, which will provide a minimum of 5 units.

Proposals submitted via the EOI process will be managed and administered by The Housing Agency, ensuring all necessary documents are included prior to engaging with the local authority.

The goals of the EOI are:

  • to increase delivery under the repair and leasing scheme (RLS) and
  • to streamline the administration of applications for RLS projects at scale.

The EOI does not change the criteria or parameters of the scheme.

Housing Practitioners' Conference 2025 - Highlights

The 2025 Housing Practitioners' Conference took place in the Radisson Blu Hotel, Athlone, Co Westmeath on Thursday, 10th April and Friday 11th April (half day). 

The Minister for Housing, Local Government and Heritage, James Browne, opened the conference which involved a day and a half of expert speakers and workshops discussing best practice and policy on housing.

The theme of this year’s conference was “Momentum in Housing: Partnerships for Progress”. It involved a mix of plenary sessions and workshops.

Summary of Social Housing Assessments 2024

The Summary of Social Housing Assessments 2024 brings together information provided by local authorities on households in their functional area that are qualified for social housing support but whose social housing need is not currently being met. It is a point-in-time assessment of the identified need for social housing support across the country.

Purpose of the Assessment: This is a statutory assessment to count the total number of households qualified for social housing support across the country on 4 November 2024, in order to better inform policy and plan for the delivery of the right types of housing support.

‘Net need’ or the total number of households qualified: This is the total number of households qualifying for social housing support whose social housing need is not being met. All the figures in this report are based on net need. The methodology used to produce these figures is outlined on pages 16-18.

Criteria: Households must be qualified for social housing support. Households currently living in local authority rented or Approved Housing Body (AHB) accommodation, or accommodation provided under the Housing Assistance Payment (HAP), the Rental Accommodation Scheme (RAS) or the Social Housing Capital Expenditure Programme (SHCEP) or any household on a transfer list, are not included in the total number.

From 1 January 2023, an increase of €5,000 applied to all social housing income thresholds. These thresholds are now €40,000, €35,000 and €30,000 for Bands 1, 2 and 3 respectively (see gov - Social Housing Support: Table of Income Limits (www.gov.ie)- Opens in new window for full list of income thresholds by band and local authority).

Housing Insights Issue 6: Tackling Dereliction - Limerick City and County Council's approach

To meet the growing demand for housing in Ireland it is essential that in addition to building new homes, the existing stock is being used effectively. Key to this is tackling the continued presence of vacant and derelict property across the country. 

The latest issue of the Housing Insights series, published today, looks at how Limerick City and County Council has tackled dereliction to emerge as a leader amongst local authorities in the use of compulsory acquisition under the Derelict Sites Act (1990). 

Between 2019 and 2023, it compulsorily acquired more properties than any other local authority in Ireland and accounted for over 52% of a nationwide total of 326 compulsory acquisitions during this time. 

Some of these properties are being used for social housing while others have been sold on the open market. 

Housing Insights Issue 6: Tackling Dereliction – Limerick City and County Council’s approach looks at what steps the council took, from restructuring its teams so that all staff dealing with vacancy or dereliction were brought into one team, to carrying out a county-wide audit and its use of test cases. 

The result has been a reduction in the number of derelict properties and the council becoming a leader in the use of compulsory acquisitions. 

The council faced a number of challenges, including around tracking data at each stage of a property’s status under the Derelict Sites Act. 

Limerick is now in a position where it has compulsorily acquired the more clear-cut derelict sites. A challenge it now faces is that the sites which are left are more complex and may take longer to acquire.

Housing Insights Issue 5 - Supporting Sustainable Communities: The Successful Provision of Infrastructure in Cherrywood

When complete, Cherrywood in south Dublin will be the largest Strategic Development Zone (SDZ) in the history of the State with some 10,500 new homes accommodating a population of around 26,000 people.

As the largest undeveloped landbank in the Dun Laoghaire Rathdown County Council (DLRCC) area, and the largest of all 11 SDZ projects in Ireland, Cherrywood SDZ presents unique challenges, particularly in coordinating significant infrastructure across multiple landowners.

A new Housing Insights paper by The Housing Agency examines the progressive steps taken by DLRCC and its key stakeholders to ensure that infrastructure is plan-led, phased and strategically provided to support Cherrywood's development.

It shows how physical infrastructure is key to unlocking land for development, including water and drainage facilities, transport infrastructure, utilities and waste management. Social infrastructure - such as parks, schools and other shared amenities - can then be provided in tandem with the physical infrastructure. Both types of infrastructure are key to realising the concept of a "10-minute neighbourhood".
