How to Develop a Housing with Support Scheme for Older People: Framework Toolkit

This toolkit has emerged from research, jointly commissioned by Dublin City Council and the Housing Agency, which examined the first phase of the Inchicore Housing with Support Demonstration prototype. The overall aim of this housing project is to develop a new model of housing for older people where care, support and community dimensions are provided onsite, integrated into the community and designed with older people at the centre.  The toolkit was developed to provide a guide for social housing providers interested in developing Housing with Support projects for older people.  The research and reports were compiled by Dr Kathy Walsh.

Summary of Social Housing Assessments

The Summary of Social Housing Assessment 2018 counts the total number of households qualified for social housing support, to inform policy and plan for the right types of housing support.  It brings together information provided by local authorities about the numbers of households assessed as qualified for housing support on a prescribed date – 11th June 2018.  The report provides a breakdown of the data by set criteria – local authority, age, household composition, current tenure, basis of need, accommodation requirements, length of time on the list, etc.

A Review of the Management and Maintenance of Local Authority Housing

The Housing Agency assisted the National Audit and Oversight Committee in the completion of this review.  The review examines the effectiveness of local authorities in managing and maintaining their housing stock, i.e. dwellings that the local authorities either built or purchased for the purpose of providing social housing. It also examines the effectiveness of local authority processes for dealing with repairs requests, planned maintenance, the preparation of vacated units for re-letting, maximising occupancy, combatting anti-social behaviour and managing estates that are predominantly owned by local authorities.

Experience of Travellers in the Private Rented Sector

This report was commissioned by the Housing Agency and conducted by independent researchers.  The Housing Agency managed the project on behalf of the Residential Tenancies Board (RTB, formerly the PRTB), the National  Traveller Accommodation  Consultative  Committee  (NTACC) and the National Traveller Roma Inclusion Steering Group (formerly NTMAC). The overall aim of the research is to provide greater understanding as to why some Travellers are accessing the PRS and to document Travellers’ experiences, including the pathways into the  sector, outcomes and impacts.

Review of funding for Traveller-Specific Accommodation and the Implementation of Traveller Accommodation Programmes

This research was commissioned by the Housing Agency, who also managed the project on behalf of the National Traveller Accommodation Consultative Committee.  The research was carried out by independent researchers from RSM in association with Michelle Norris.  The research provides a review of funding for Traveller-specific accommodation since 2000, in the context of the delivery and implementation of local authority Traveller Accommodation Programmes.  The core objective of the review was to provide comprehensive answers regarding the scale of delivery across the country and the extent to which the homes provided met the identified needs of Travellers.
